William was born in 1927 in Tallahassee, FL. He earned a bachelor’s degree in accounting 1948, and a bachelor’s degree in law in 1951, both from the University of Florida. William practiced with the Ausley, Collins and Truett law firm in Tallahassee before entering the U. S. Naval Reserve where he served for four years reaching the rank of lieutena
